Strange Activity From Toronto DSL Dialups

I've seen some strange activity from three Toronto dialups on my site. Basically these two IPs seem to be trying to download all the pages on the site. Between them, they would have downloaded about 800 pages.

dsl-209-90-147-203.tor.primus.ca 209.90.147.203
static-89-213.dsl.tht.net 216.126.89.213

Not sure why a bunch of Toronto dialups would be taking such an interest in a specifically Irish web directory as the webpages specifically deal with .ie websites and domains.

Since the site has about 64K webpages and is only running on a 128K leased line, I've had to block the Class C IP ranges for these maggots. Has anyone seen similar activity from these specific IPs before?

Toronto has some very diverse and large commumity cultures. Much like the old NY.
Anything is possible :)

The 209 IP is a Qwest backbone of which I've come to expect almost any surprise :( Least of that being a non-automated reply from Qwest.
