I was wondering if anyone can tell me why in the world would 167.21.1.227 be visiting my site like 5000 times in one day? and it is visiting only 2 pages.

I had to block it for good from all the sites, but still would like to know cuz it belongs to

I get occassional visits from the IP your referring to.
Although there are concentrated users in Delawre for my sites materials. My conclusion (for me)is that somebody was
browsing from a state office.

Never had the quanity that you had.
Are you sure they haven't deep linked somehow to an image?
Possibly even "WebCollage"
