Just got slammed by this bugger..., here is a line from the logs:

2-4 hits a second, 300 total hits.

CIS TE/1.0 is CuteFTP's UA. With newer versions (2.0+, I believe) you can enter an http address. CuteFTP then parses the page and provides a list of images, files and folders that are referenced by the html. I've caught a couple of users trying to dissect my site with it, so I've added it to my ban list.
