Mercator-2.0

Does anyone know what Mercator-2.0 is?

Hi, My site gets hit quite often by different source IP's by a browser/client Mercator-2.0 most recently by: 204.123.28.31
which resolves to: atrax1.pa-x.dec.com (204.123.28.31) unreachable domain..

Anyone know what this is? It's identified as a "download agent" on a few resource pages with links to addresses that no longer seem to exist. Just wondering if someone or something is trying to scarf my content.
