Annoying and unusual bot activity from other countries

I noticed two visitors at least recently hitting only one page, my banners.php page, which has a list of banners visitors can use to advertise my site.

There's something fishy about their activity. Number one, they're from different countries (one from Japan and the other from Latvia "huh? where the @#$% is LATVIA?")

Number two, their user agents are either nameless, or "Mozilla 3.0....." which means they arent using a standard browser.

What are they up to, and why are they always visiting my banners page? It seems obvious the term "banners" seems to attract some sort of keyword search (the same way "guestbook" does for spambots looking for email addresses)

Anyone have an ideas before I start banning whole continents to ward off these unwanted foreigners? >:-)

Seriously though. You get two hits you deemed suspicious and you're ready to ban continents? Come on...

Mozilla/3.xx is also an agent common with some proxy servers. You could be banning a visitor who's interested in promoting your site. Maybe they're just deciding which banner to use.

I should clarify that it hasnt really been two visitors, there's been quite a few of these similar hits, but I was focusing on the last two I noticed. Nothing against the international community, but a disproportionate number of visitors from oher countries are looking for nothing but trouble. For some reason they dont like Americans. I thought EVERYBODY loved Americans :D
