Is this AltaVista's image robot?

For the past week, Scooter has been requesting the robots.txt from my site and nothing else. It does this several times a day.

The IP address (64.152.75.123) is registered to Level 3.

In my robots.txt I have (following AltaVista's instructions):

User-agent: vscooter
Disallow: /

[This has been there since last year, and hasn't stopped Scooter's HTML spidering of my site.]

Which is why I ask if the above is AltaVista's image robot. Last month Google's image robots requested my robots.txt over 30 times in one day, and so I wonder if this is something similar.

it does appear to be an alta vista bot, but what it's purpose I don't know.
