Looks like an Internet provider to me. Although I don't read German.
Their site in frames. You could get the URL for each frame and use the AV translator

I thought the Host name looked familiar, so I took a quick look in my logs and found a visit from gate2.epag.net in November, with a UA of Wget. I suspect whatever they are doing presently would be similar.
