Can I use the same basic meta description on each page and swap out the keywords without penalty? e.g. 'product x' is on sale a discount of 20-40% off wholesale. UPS Next day Air Delivery Available.

Depends on the engine, some will not be affected but others will. (Those that are not affected are unlikely to dispaly your new meta description either)
