titles on links

Hi There,

Can anyone tell me whether putting 'title' tags on links is an SEO must? I'm doing it anyway but just thought I'd ask whether it's going to be a significant contributing factor to my natural listings

From every test I've run, titles in anchor elements are ignored. Usability benefits are there, but SEO, not so far.
