When to submit and when not to submit?

Hello guys one quick question,

I have almost finished all the articles needed for my site, another 5-10 days and then I am good to go. However I have a an under construction page up now, do you think that I should still begin submissions now, I am not listed on any directory yet...?

I was viewing a post awhile back that was linked to [webmasterworld.com...]
and in reading it, it proposed not to submit your site to the se's until its complete. But you can review it and get a ggod idea of how to set a site up for good placement. :oP
