If you have 'blinking, flashing and scrolling text' then I hope and pray that you are buried so deep in the results that not a single person ever finds you.

But whether it has any effect depends on how you implement such things. Just have a look at your pages through a spider simulator to see what you are being indexed on. If the text you are scrolling is in the HTML rather than just in Javascript then it will be indexed.
