Post a photo of an old barn with the paint faded and peeling off. Announce that the virgin Mary's image appeared in the pattern, obviously a miracle. Give a challenging code for how to find the location.
Pick a subject you either know a lot about or ar very interested in. Start a website about it, write lots of articles, keep them search engine friendly. See Brett's classic post on how to make this a success:

It's not recent, but it's still what works. If you lack for stunning and original ideas, this is the way to go.

Yes, search engines are pretty good at sniffing out what a site offers, as long as you use reasonable navigation.

There are also forums out there with specific link-exchange boards where people can post things like "Site about red widgets wanting to exchange links with site about blue widgets." Look around for some of those.
If there are directories that list sites like yours, think about submitting your site to them.
Blogs, too, as someone pointed out, can get you some traffic.
But mainly, make a site that people want to visit and they will tell their friends and it will grow.
Just hang in there, and keep making it better!
