I noticed a few people talking about submitting articles to get more search engine traffic. Does this mean that if you're a web designer, that you occasionally write an article on website tips or a review, and then submit it to various websites? If that's the case, what type of websites accept articles like that?

Yeah, if they link to your site as part of it, it can help. Of course, if they wind up doing better in certain serps than your own version of the article, then maybe it's not so great.

Many of the people who discuss sharing articles to accomplish the increase in traffic probably aren't doing it with SEO or webmastering as the subject - it's specific to their product or niche.

If that's the case, what type of websites accept articles like that?

Research, eh. Use the SE's to hunt down sites that might be suitable. Mind you, if SEO is the subject, it will have it's own particular dynamic - it would be much easier sharing an article about something very niche (lava tubes on Mars, or feral goats - that sort of thing).
