I am developing a website and intend to give links to good and genuine website like my contry's prime minsters website, online train ticket booking website etc.. sites that are important for surfers to know and are helpful. Does by doing this will also help rate my website better.

I tend to believe it does help your site's rankings to list to quality sites that your users will find useful. Anyway, that's been my thinking for a while now and either because or in spite of this I'm happy with the rankings.

Not so sure it helps with rankings, but if the links are truely sound and useful then this will certainly help in drawing back the traffic .. always a good move...

Obviously make these links open in a new browser so people do not actually leave your site...

I do believe too that providing a couple of links (from a link page) may slightly boost your SEO. However, nobody knows for sure and any advice you may receive here is pure speculation.

On a side note, I have seen that a great percentage pages doing well in Google are directories or link pages... maybe because they are useful, so just make your website useful.

I think it is a good idea to always include useful .edu and .gov outgoing links. It is good for your visitors and it makes sense that the search engines will appreciate this also.
