Does Yahoo and MSN count outbound linking as an important part of the entire relevancy calculation?

I would say it counts as much as any other variable. Sorry to be a bit a bit vague. Obviously if your site links to completely irrelevant sites the link will have less clout than if you were linking to highly relevant sites.
