Country Selection page bad for SEO?

Will Search engines get confused if I put a country selection page default?

We are about to launch a commercial portal selling digital services based on micropayments.

Since we are targeting - and launching in - 4 different countries at the same time, we were planning to make the default page a country selection page, where users could pick their country - this will also help to filter out people from countries we are not targeting, since we can only sell our services in these 4 countries.
Then, when you've picked your country, we will save a cookie on your PC, so that next time you get back, you won't have to pick your country again.

However, I have got second thoughts of handling the country issue this way. Will a country selection page as described be a problem in terms of SEO? Will SE robots get 'confused' and immediately index our pages as 'bad' since the default page is very poor on actual content?

Any comments on this will be very helpful.

What will happen if a visitor has Javascript and/or cookies disabled? Are they served with the content in a default language? Are they redirected to a language selection page each time?

You need to ensure that the site is fully navigable for the spiders without the use of cookies, ideally with the ability to index all your content in each language via standard links.
