getting something that you wouldn't reasonably expect given what you requested.
(applies to email spam, pop up under and after windows, extra windows, misleading indexing in SE's either generated by the Se itself or submitter spam) Spam is fairly subjective and depends on the "Reasonable expectation" which is in constant flux.

Spam is:
Something that causes an SE to take offence, and take action against you (ie if they dont DO anything, they don't really mind). This can vary, so spam in one context sometimes isn't in another
This would include activities from passing off sh*t as if it were a candy bar to aggressive directory submissions, bulk email, keyword stuffing, etc.
Sometimes spam happens innocently though, or what might be considered spam is actually GOOD-- for example using multiple domain names for identical content during a domain name change is good for the public.
The best way to fight spammers.
All UNIX webmasters can install a free software called Sugar Plum. It feeds spam bots with known spammer adresses so they spam each other.
