Outbound linking... Should 1 or 2 outbounds be placed on a subtopic page?

Placing on a subtopic theme page for better results? Please help.

I have been reading on creating a theme type site.

Also, i read in Brett's article that you should place 1-2 outbound links to high pr sites on all your pages.

Q.1. Do you guys do this on every one of your pages?

Q.2. Is it necessary to do this in order to get high
pr on your page?

Q.3. Does'nt this reduce your pr for that particular page and thus push less pr to other pages?

Well, please advice as i would really like to know
before i start placing outbound links on my webpages.

Yes. Well, on many pages.

No, it has nothing to do with pr. But you shouldn't be interested in pr, you should be interested in ranking.

And selective outbound links improve ranking, IME.

Q.3. Doesn't this reduce your pr for that particular page and thus push less pr to other pages?

Forget pr. Think ranking.
