Well the cost depends on how much efforts would be needed to successfully promote your website. Also it very much depends on the industry you are in.

Also the nature of the website so to say whether it is a Static website or a Dynamic one.

SEO is definitely not a one time affair. It is a continuous process for the rest of website's life. :)
