If the whoIs info and IP location are the same for ten different widget sites but they all contain different info for different topics, is that spamming?

Sounds like I'd lean toward the absolutely not side based on the limited info in your post.

I would suggest having unique IP's per website. Obviously, if you do not host the websites yourself and use a shared hosting environment that could be more expensive. I do have sites on a shared server with the same IP that do perform well in the serps, but would still suggest having unique IP's. It should not make that big deal about the whois info being the same.

It's not spamming if the web sites are created for real people who may find them useful. That's the only standard you should use, not whether they have certain information in WHOIS records.
