Multple Domain Names Within same industry

If the whoIs info and IP location are the same for ten different sites but they all contain diferent info for different topics within an industry, is that spammin?

conventional seo theory, in a conservative sense, avoids the creation of any traceable trail.

my experience has been that no, using the same whois info, dns servers, and ip are not a factor.

however, the "sandbox" is really a filter that is applied every 3-4 months. google has made some moves to enable them to have access to whois, so seo's play cat and mouse game in anticipate of a filter that might be applied occasionally.
