I have a few questions.
Q.1. Is it ok to use a <h1></h1> tag with the keyword in it followed by the keyword *again* in the beginning of the following paragraph?
Like this:
<h1>keyword</h1>
<p>Keyword..blahblah.....</p>
Q.2. Would this be seen as keyword stuffing?
Q.3. Or is this different because the *keyword* is in the <h1> tag and looked at as separated from the keyword in the beginning <p> tag?
Q.4. I have also read that you should place your keyword at the beginning of your paragraph so it is looked at as important.
Q. How can this be done if it is looked at as kw stuffing?

well.(like the above example. Speaking of the <h1> followed by the opening paragraph with the keyword.)

You should use the w3 validator at [validator.w3.org...] make sure to check the checkbox next to the word Outline. It will output the following text followed by your outline,

The first thing to do would be to replace the <p> tag with a <h2> tag. Now use the validator to see the logical structure of your document and decide if repeating the same words after each other is a good idea or makes sense.
As for the rest of your questions, your speculating on how to manipulate search engines to achieve higher results while not getting penalized. Wouldn't it simply be easier and more productive to make your website follow a logical design that makes sense and is easy to read. Doesn't really answer your questions but I am not sure anybody here could answer those questions unless they worked at the engineering departments at google, yahoo and msn. Since what might manipulate your ranking today could just as easily penalize you on the next update.
