Are HTML pages have more PR than ASP

I have a dynamic shopping website with lots of dynamic pages..almost nothing static...My question is: Will it gonna help me out if I copy all the asp pages' description and make their exact copied static pages? OR will duplicate pages can get me penalized? OR I will not be penalized but the PR of pages (and main website) will not be affected? OR Will there be any other possible effect on my website by duplicating the pages..

I would not duplicate the pages if I were you unless you are after a quick buck!
Your question 'Are HTML pages have more PR than ASP' the answer is NO. Sometimes the SERPS may look that way in G but that's usually when somthing is about to happen and old cache/data of Googles is being dragged up.

Well I dont want to make quick extra bucks and then get banned...actually I want to add more contents to my website for spider..well there is still much content to be added but it will be done in a while (not in near future) and as the spider is coming to my site everyday and i dont want them to stop coming because of no new content...ofcourse i will make a few changes in the description...hope more people can suggest any more options...

You could re-write the URLs with an ISAPI based re-writer (or something similar). The one from IIS Mods may not work for you if you register it with spaces in your name and they do not respond to e-mails. The Helicon product works great. I have tried homegrown versions and they are not as robust or efficient.
