I started SEO in 1996 but it wasn't called SEO and Google was a twinkle in the eyes of a couple of Stamford students.
I've been surprised and shocked at how quick I've seen high rankings and indeed remember those £2.50 deals.
Because of other strategies, I can't remember the last time I actually submitted a site to search engines.
Getting back to Bodyguard's original question..DIY is the answer. Optimise and build.

Some examples:
I do it all the time without paying anything. Am I missing something?
I have gotten pages listed in less than 24 hours. But sometimes it takes weeks to get actually indexed with real PR etc.
i had a new domain/site ranked (#1, 2 & 4) on google - 5 days after launch this month. it can happen:)
The fastest I have seen a brand new URL show up for us in Google is about 2 days.
Seems that serious?
Personally I think that the only reliable opinions are the ones expressed by The Contractor and Peewhy that finally seem to agree with my first comment:
It's impossible to do. SEs has been "updated";they want just to prevent that this possibility can be repeated in the future.
