How Some factors affecting Page rank?

Hi,

I was wondering how the following effects your search engine page rank and SERPs:

1. Opening a link to another site in a new window.

2. Having a screentip related to the site on the link. e.g "<a title="keyowrd Comment About Site" href"webmastersworld.com">

3. Running a top list on my site (will I be penalised by search engines as it could be viewed as link exchanging to raise page rank - although the sites are relevant).

Any Ideas.

3 may get the site banned.

is it not a bit harsh to ban my site for running a toplist?

The sites are all relevant.

Anyone know anymore about this. Anything I can do to keep my toplist and avoid being banned?
