Hmmm..not really sure what you mean. Do you mean paying a company to submit your sites to SEs? Directories? Shopping sites? Or do you mean paying the above yourself?

It appears you've been around WebmasterWorld for awhile, so forgive me if I'm telling you stuff you already know! In a nutshell, the two most important things you can do to increase your traffic is to add new content on a regular basis and get more incoming links. Personally, I would say phone calls and personal appearances would probably be more effective. E-mail tends to be highly filtered due to the spam issue.
There are some people that would argue automated submissions are a thing of the past.
What i mean is paying a company to submit my site to SEs. If i submit my site to SEs, will it surely get indexed? There are thousand of SE's out there and I cannot make up my mind which SE's to trust.
Submitting to directories, especially the major directories, is a great way to get some link credibility.

We did. Past tense. I have nothing good to say about it or any other automated submission software.
As for directories, we are on Dmoz, but that's the only one we have submitted to. Is our site successful? I don't know. It's hard to quantify, the most popular sites seem to be online games and humour sites aimed at children, and we don't run one of those.

I see that there are thousands of SEs all around the world and there are some companies that propose the payd submisssion ,someone guarantees the submission also in 4,000 SEs!
Personally I think that it is a unuseful and dispersive thing;
Many marketing researches have demonstrated that almost the 80% of a web site traffic comes from 2 or three main SEs such as Google,Altavista/Yahoo and MSN for example;the traffic coming from other SEs is minimal and surely don't worth the money you pay.
So I advise you to concentrate your efforts uniquely on the main SE in order to obtain the best results.
I'm actually using WebPosition for my web sites and I confirm that is a powerful,complete promotion tool
and I reccomend you to buy it ; I also tryed other products but this seems to be really the best.
I too advise you against the phone or e-mail promotion;
personal appearance where it is possible ,remains the best way to promote yourself and your activity.

We get very little from any directory, including DMOZ (DMOZ was # 303 on the number of hits).
We get a surprising amount from various discussion forums, usually from people posting links for specific products apparently.
