Will this be considered spam when trying to do SEM

Lets say I have a website that deals with food recipes. Will I get penalized by google or other search engines if I have lots of keywords such as chicken food recipes, potato food recipes, meat food recipes, rice food recipes etc... Will this be considered spam with the phrase "food recipes" or will it be ok? I guess it could also go with pink widgets, blue widgets, green widgets, red widgets.. will "widgets" be penalized for them to close to eachother even if they are different colors? Hope my question is clear. Thanks

If so, how could a recipe site have links or nav menus at all?

dinner recipes
snack recipes
dessert recipes
southern recipes
etc...

chocolate cake
chocolate fudge cake I
chocolate fudge cake II
low fat chocolate cake
low carb chocolate cake
death by chocolate cake
german choclate cake
grandma's chocolate cake
etc...
