I am starting to see many website that cosslink to similar content are doing very well with search engine rankings.

Has anyone else seen this?

Even though the website they are link to does not have a high PR ranking, rankings for that crosslinker seems to be doing very well in ranking.

I thought search engines did not like that (crosslinking to same content)? So why the change?

Google publicly proclaims that it likes web pages to link to other, related pages.

Yes, outbound links are doing very well.

Google publicly proclaims that it likes web pages to link to other, related pages.

Just curious, where do they say that?
