(Long time coder now moving to SEO marketing so I'll probably be asking old questions for a bit :), sry)

So which is better SEO wise, a single FAQ page where you have the links at the top and link to answers lower in the page...

OR

Multiple small pages with one question per page, focusing Question Keyword in title/desc/<h1> and body...

If the FAQ answers are substantial, meaning a decent paragraph or more, not just a few words, I'd go with the second choice.

This is better without a doubt. It also gives you a chance to create links back to your main FAQ page using suitable anchor text :)

Yes, but don't forget the user. Your FAQs may not pull in much search engine traffic but normal users sure will need them. And I usually find one long page - assuming it's not too long (everything is relative) - can be far more helpful because I can search all of them at once for key words.

You could have the best of both worlds.

Put summarised answers to all frequently asked questions on your FAQ page. Then put a "more details" link after each ... this can link to a fuller explanation (which will be nicely optimised for one topic, of course)
