I'm new here, but I think your forum is superb. I work in a very competitive environment and my boss has charged me with finding a solution to our SEO woes.
He's asked for a top notch SEO person and doesn't mind paying for relocation costs and a market related salary.
My two main questions are:
- what is a market related salary for a Top SEO person?
- Where's the best place to find the Top SEO people?

The true reason to seo is to not have to pay for traffic in other areas including ppc, banners, text ads, etc etc.
So that is a starting justification. In my opinion as an SEO, it is a time consuming job and takes lots of work if you want the job done right. It involves more than just some tweaking and link building. An SEO should learn a client market and then build their plans around that. This way they aren't falling into the checklist that google also will follow and eventually devalue.
So my advise is that you choose wisely, and sometimes paying more and not taking the lowest bidder will help in the end!
Plain and simple, ask to either see detailed reports of sites they have optimized, or go into it with a small pay as we go type contract. That way you will either already know they skill level, or will be on a pay per performance type deal in the start that will force results in your favor.
