Search engine site description

does the quality of the meta description dictate its use in a search engine

hi, ive noticed that sometimes my search engine listings do not include the meta descriptions that i enter on the page.

The information that is in my meta description is very important and it would be nice if it was picked up but the engines.

i was always led to believe that it was this part of the page that the engines picked up.

have i been told incorrect information, or are there any tip to get this information noticed.
