Search engines read the text between noscript tags. Users with Javascript enabled browsers won't see it.
I think you can compare the noscript tag with alt attributes. If you have images off, the text in the alt attribute should describe the image.
Text between noscript tags should tell what's supposed to happen when scripting is enabled. If not, it's spam.
It's worth noting out that the contents of a noscript tag are not treated well by search engine algorithms. Keywords there won't carry the same weight.
Thanks for your valuable suggestion. But how would the noscript tag be helpful for my site as a vistor point of view

That way a visitor with javascript turned off could still navigate your site, even if they had an extra click here or there.
