Very confusing set of sites...

I'm sorry if this is a dumb question, but I've noticed a lot with my competitors. They currently have a little snipit on their page that reads this:

Cannot open outputCan't rename: No such file or directory

Documents referring to this site within the last 24 hours (minimum 2 references):

No referrals for this page yet.

List referrers to your own site with a single Javascript command (free!): click here.

Now their PR is between 5-6 and it has no business being there. I look at the backlinks and find sites with no correlation. When I go to that site, I don't see a link anywhere, but I see that same snipit. Now I found this link after searching a bit.

Can anyone shed any light on this? It really has me confused as to what it does.

Would also like to add that all the links coming in seem to be using Stephen's Referrer System for those familiar with it.
