title meta tag

Hello,

there hasn't been much discussion about the title meta tag, although by being the first thing an internet user sees in a SE, it would be interesting to know what are the general criteria concerning it.

I have read that a three-word title is the best thing to do. But should I rather use plural or singular forms, capital letters at the beginning of every word? Some engines (like AV) make a difference between caps and small letters.

Another Q: is it OK to use small words like the, and, of... among the words, since they assure the cohesion of the whole structure?

Thanx
