Proposing site redevelopment for client who already has good rankings

Just wondering what you guys would do in this situation.

Client has first page ranking for a number of their most important keywords and keyword phrases in Google and would like to have their site redeveloped with a fresh interface and new content areas/features.

I'm reasonably convinced this top ranking is due to the brand's high recognition in the market but I can't say for certain. Technically, the site has a splash page with zero text content, volumes of meta tags, and the rest of the site is fully framed with javascripted navigation links... The title of the splash page which contains the company name is even typed with S P A C E S.

I'm going to propose that we develop an alternate site on a .net of the same name, change hosting then see how the new site starts to rank, but just wanted to see if there are any additional opinions or ideas on how we might approach this.

Just revamp the current site, it sounds totally SE unfriendly now, anything you do in the future won't hurt it.

Separate near-identical domain doesn't make a lot of sense, probably a waste of time.
