Building a optimization difficulty index for site assessment.

With all of the varying hurdles in assessing how difficult a site is to optimize (frames, dynamic site, javascript, etc.) I'm interested in everyone's opinion on assessing a site.

Personally, I would like a comprehensive list of SEO hurdles and then assign a number to them. For example Frames = 3, Dynamic site = 4 and so on. The total would eventually give us a difficulty index. This index would better provide a rough idea of the time and resources needed for optimization.

I think you need to develop a difficulty rating for that program and then you will realize how much time you are wasting. You would need to have lots and lots of people you are screening for this to be worth it.
