When you click on the link, you're taken directly to the "www.mysite.com" in a new window. But the jumppage.asp is obviously a redirect.
My guess is that any links from pages like this wouldn't be passing on any linkpop value, PR, etc, so they would much less valuable than they appear to be.
Can anyone else confirm this?

... Replacement of the target URL!

Until the engines clear this whole situation up, I won't submit my pages to any site that uses this kind of redirect.
