You can view meta tags, follw the procedure.
Open a site> click view> click source. Notice
<meta name="Description" content=" ">
<meta http-equiv="Keywords" content=" "> etc
usually appears below the <head> tag.
Search engines assess/analyse/rank a site based on the meta tags in a certain extent. For more read articles published in web master forums.

You already have an idea about the meta tags. Simply, Keywords are key words of that page. For example, a webpage describing about different types of bridal shoes, "bridal shoes" is a keyword. Like that names of different types of bridal shoes are keywords.
In another aspect you can select your keywords used with intensity of words used in that page [check: www.keywordcount.com]
