Will I get penalised for creating too many backlinks in a given time period. For example would it be a bad idea to create 100 links a month?

In my testing, this is dependent upon the age and current authority of the site. I recently took a site with 2,000 backlinks that has been online since 2004 and injected over 100,000 backlinks in an aggressive marketing campaign and the site is ranking very well still (after four months of the campaign), but I have done smaller campaigns of a few thousand links to new sites and blown them up.
But with 100 in a month, I think you will be just fine.

I was thinking that in theory it shouldn't be a problem. As an example if you posted something on your site which got to number one in digg you could potentially get a ton of backlinks in a very short space of time.

Exactly. Tedster discusses a lot about the sources of the links you are getting. If the sources are good, you are fine, if they are questionable, then you start to skate on the thin ice.
