Ranking Issue: Same language - different countries

We are having trouble getting our site listed in Austria and Switzerland but we rank well in Germany.

Any idea of how to target these countries?
Your thoughts about:
- local domain/ip linking
- local newspaper links
- IP content cloaking
- Social Media

+ any other suggestion please.

How would you do it? Please give me ideas.
