Promotional language in titles

Does promotional language such as "the best xyxyxyx" affect

We have taken on a site for SEO. A number of the pages have very promotional titles such as "XYXYXY for sale at the best prices" and other such things.

I would assume that Google would frown upon such content in the titles. Have there been any experiments done on this?

Why would you think that?

You'll find a plethora of pages using "buy widgets", "best widget", etc....

If your page content reflects "Buy the best widget", why would it be wrong to reflect that in the page title?
