Starting exchanging good quality links with other sites. By that I mean a site which already has a high page rank. Remember that the PR you get will only come off of the page your link is on. So if the home page of a site has PR8 but the page your link is on is only PR3 then you only get the PR3 to help your site.

Really, you don't need to bother. Notice that the Search Engine Submission forum on this site is "Deprecated." All of the major engines use link relevance and reputation in their algos. If you're linked well enough to rank, the engines will find you. If you're not linked well, there's no point submitting, because you won't rank anyway.

I suggest using site search or Google webmasterworld to find more info about submitting. The topic has been discussed a lot on these forums. Look into submitting to secondary engines and directories.

I have to disagree with this comment.
Unless you're going for only the most popular and most competitive keywords, you can still get great listings with very few outside links.
I have a very niche oriented ecommerce client who probably will never have very many return links because he's not in what I call a 'hot content' category. Other than getting listings in trade directories [which almost always just use your business name in link tags], he can't count on good links unless he pays for them.
What I did was develop an in-depth list of targeted keywords, coming up with as many related phrases as possible. We have about 100 total. In the last four months I was able to move his site to the number one and two spots on Google searches for 15 of those phrases, and another 15 within the top ten...ALL of them are his top priority picks. We're only missing two terms that are extremely competitive.
I'm not saying link strategies should be ignored, but don't ignore the power of an overall optimization plan that includes periodic hand submissions either.

Only if you do it repeatedly for the same site. Reps. from both G and ATW have said in the past that repeat submissions are considered spam.
I really think that form on Google is a dummy button that does nothing anyhow.
