Where exactly to use NOFOLLOW (besides comments)?

I have a movie related portal that I am trying optimize for search engines. For now I am trying to do the basic stuff like the meta tags, titles & the slightly more confusing: nofollow attribute (where to use & where not to)

I believe I will make all comment links as nofollow by default, however, I was wondering about the sites internal links.

For examplle, My site has a "support" link that I dont care about in terms of SE rankings. IT does not matter if this page does not rank at all on Google, so why wasted PR power on this one? There is also a "what is this site about?" link that I do not want to pass the link juice to.
I was to give all PR juice to more important sections such as "movies", "Celebrties" - keywords that are actually searched.

Would appreciate your opinion on this.

Also, what is the best character limit for titles?
