Blog launch query

I am about to launch a new blog about business. I have 500$ for marketing apart from hosting, design and stuff.
So what would be, in your opinion, the best way to market my blog with the money i have in hand?
Any blog launch tips?
Article submission, blog commenting, social bookmarking etc etc.
