I noticed one my fierce competitors... has used a text indent of -999em and a -38 bottom margin to get their h1 out of viewable site.

Does anyone think this is a dangerous tactic?

if the content is significantly different with styles turned off, yes.

perhaps they are merely using an image replacement technique [webmasterworld.com].
