Do you mean the amount of the unique visitors, the revenue they generate, or the user generated content they produce?

Best way to maximize free traffic is by providing good (fresh) content to your visitors. (Worst way is to say it's impossible.)

Article submissions, directory submissions, are great ways to get traffic.
