is it good to add keywords to the pages like sitemap and products & services, from the point of view of SEO. if yes, then what should be the contents of the keywords meta tag for say site map page.

I wouldn't waste time even putting a keyword tag in there. Spend your time on user-friendly anchor text with a short phrase or sentence describing each link (if you have room).

Skipfactor is spot-on here. If you don't have a lot of room, just at the descriptive tiext to the core categories (maybe even toss in a few KW's for good luck).
