Optimising NOFRAMES

or is this a trick?

Looking at a competitor site, they appear to be optimising the noframes tag. Fair enough if the website is in FRAMES, but it's not. Looks like a spoof to me. Here's some of the code

<FRAMESET ROWS="600,*" FRAMEBORDER="NO" BORDER="0" FRAMESPACING="0">
<frame name="topFrame" scrolling="YES" noresize src="http://www.theirsite.com/their-real-page.html" frameborder="NO" >

this is followed by a big noframes section full of their supposed SEO tricks.

Q1 Isn't this considered spam?
Q2 If not, can it really boost their rankings?

I'd be extremely disappointed if it did, but I'm curious to hear the views of WebmasterWorld.
