alt and title tags

In newer version of Mozilla based browsers the ALT tag on images does not get displayed as tooltips (http://bugzilla.mozilla.org/show_bug.cgi?id=25537).

Instead the TITLE tag should be used as this conforms to the W3C standards.

So, the ALT tag gets displayed by a browser when the image fails to load and the TITLE tag gets used to display as a tooltip. Sounds good to me.

Until now I wasn't even aware the TITLE tag existed for images and was wondering if anyone was using it and if it made any difference with search engine rankings?
