Well I have a paragraph which I need to show to all my pages on the sidebar. The problem is, its a 200 word paragraph and I am wondering will I get some kind of duplicate penalty for same paragraph putting on all pages ? Does this reduces the quality of the pages ?

Thanks

you can try showing it as another page in an iframe.
that way it won't be duplicated.

Some people have footers with long disclaimers, like real-estate sites. They have those disclaimers under hundreds of not thousands of pages and they get all indexed and rank separately.

I would say that if each page has different content along with that paragraph and a differant title and meta desc it should not be a problem. The SE is smart enough to know that its part of the design. But if you are trying to rank for the contents of the paragraph duplicate content rules will effect what page will show up.

So the answer is, it depends why the objective of the paragraph and how different you will make each page besides that paragraph.

Also note that alot of blogs have their about us on hundreds of pages and it doesnt effect them or give any penalty from page to page.

What that is, is referred to by Google as boilerplate text. Based on my experience and observation with a site whose owner likes having boilerplate at the top of all their documents sitewide (which includes their main keyword phrases), and removing from some pages to test it, if it's in a sidebar you might want to consider using CSS positioning so that the repeated paragraph won't be at the beginning of the indexable page text.
